Public notice is hereby given pursuant to S.95A Resource Management Act 1991 that the following application for resource consent has been received by Otago Regional Council.

Dunedin City Council – Green Island Landfill

Application No. RM23.185

For the operation, closure, and aftercare of the Green Island Landfill. The proposal is bundled as a discretionary activity. The following rules are applicable:

  • Regional Plan: Water for Otago: Rules 12.B.4.1, 12.B.4.2, 12.2.4.1, 10A.3.1.1, 12.3.4.1, 12.B.3.1, 14.3.2.1
  • Regional Plan: Waste for Otago: Rules 5.6.1(1) & (5); 6.6.1(1) &(2); 7.6.1(1) & (2)
  • Regional Plan: Air for Otago: Rules 16.3.5.9, 16.3.15.5
  • Resource Management (National Environmental Standards for Freshwater) Regulations 2020: Regulation 45B(1), (2), (4), and (5)

Purpose: Operation, closure, and aftercare of the Green Island Landfill

Location: 9 Brighton Road, Green Island at or about NZTM2000 E1399304 N4912786

Legal Description of Property: Various. Refer to RM23.185 Notification Report.

Reasons for public notification: The Council must publicly notify an application if the activity will have or is likely to have adverse effects on the environment that are more than minor. It is considered that the effects on the environment will be more than minor for the following key reasons:

  • The proposal will result in more than minor adverse odour effects on the environment including persons.
  • There is uncertainty about the extent to which leachate may impact the groundwater and surface water receiving environments; therefore, it cannot definitively be said that adverse effects are minor or less.

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that:

    1. adversely affects the environment; and
    2. does not relate to trade competition or the effects of trade competition.

Submissions must be dated and signed (unless submitted electronically) and must include the following information:

    1. Your name, postal address and telephone number (email and fax number if applicable);
    2. Details of the application in respect of which you are making the submission;
    3. Whether it is in support of, or in opposition to the application, or is neutral;
    4. Your submissions, with reasons;
    5. The decision that you wish Council to make; and
    6. Whether you wish to be heard in support of your submission and you must also serve a copy of your submission on the applicant as soon as reasonably practicable.
