The Regional Land Transport Plan (RLTP) contains 30-year strategic objectives, 10-year headline targets and 10-year investment plans for Otago and Southland's transport network.

Our RLTP contains 30-year strategic objectives, 10-year headline targets and 10-year investment plans. Our current RLTP's 10-year headline targets are:

  • Road fatalities – reduce seriousness and impact of road trauma
  • Network resilience -reduced number and duration of closures on the strategic road network
  • Mode shift – increase in journey to work and school by public transport, walking and cycling
  • Reduced emissions – decreased transport emissions
  • Proactive response – increase programme investment levels

The RLTP's 10-year investment plans present the funding required for transport projects important to Otago communities. This funding comes from the National Land Transport Fund. Included in the RLTP's investment plans is funding for public transport services by us and Environment Southland, the state highway network by NZ Transport Agency Waka Kotahi, and local transport networks by City and District Councils. 

In 2024, we completed a mid-term review of the RLTP following the release of the Government Policy on land transport 2024-2034. We are working within the current National Land Transport Programme 2024-2027. 

Key changes made in the mid-term review of the RLTP include: 

    • The Plan has been strengthened concerning the need for increased funding for the transport networks to increase resilience, safety, productivity, and community wellbeing.
    • The importance of the need for alternative transport options has been emphasised. Alternative transport options will be investigated during the duration of this Plan.
    • Greater emphasis has been placed on promoting the development and connection of walking and cycling trails.
    • An increased emphasis has been placed on the importance of an accessible transport system for people with disabilities.
    • Minor changes have been made to reflect the direction set out in the draft Government Policy Statement on land transport released in March.
    • More detail has been included about the strategic corridors between the regions and across the South Island.
    • Changes have been made to the activity tables as requested by the road controlling authorities.

The South Island Regional Transport Committee Chairs Group was established in 2016 for the purpose of significantly improving transport outcomes in the South Island through collaboration and integration.
