Insertion of Housing Bottom Lines into the Partially Operative Regional Policy Statement for the Otago Region

The Otago Regional Council has approved the insertion of the housing bottom lines for tier 2 urban environments into the Partially Operative Regional Policy Statement (RPS) 2019.

The housing bottom lines have been directly inserted into Schedule 6 of the RPS 2019 under sections 55(2)(b) and 55(2A) of the Resource Management Act 1991 (RMA).

Clause 3.6(4) of the National Policy Statement on Urban Development 2020 (NPS-UD) requires that housing bottom lines be inserted into the RPS without using a process in Schedule 1 of the RMA (this means that submissions cannot be made on the insertions).

The housing bottom lines have been calculated as part of the Housing Capacity Assessment for Dunedin City 2023 and the Queenstown Lakes District Housing Development Capacity Assessment 2021.

These insertions are effective from 21 February 2024.
